The International Urban Design Competition for \u201c Tianhu New Town\u201d in Ningde is hosted by Ningde Construction Group Co., Ltd., guided by Ningde Natural Resources Bureau, and undertaken by Huaqiao University. It publicly accepts applications from around the world and the relevant matters are announced as follows:<\/p>\n\n\n\n

01\u7ade\u8d5b\u80cc\u666fCompetition Background<\/strong><\/h3>\n\n\n\n

\u5b81\u5fb7\u5e02\u5730\u5904\u4e2d\u56fd\u798f\u5efa\u6d77\u5ce1\u897f\u5cb8\uff0c\u5750\u62e5\u4e09\u90fd\u6fb3\u4e16\u754c\u7ea7\u6df1\u6c34\u826f\u6e2f\uff0c\u662f\u798f\u5dde\u90fd\u5e02\u5708\u4e2d\u94fe\u63a5\u201c\u957f\u4e09\u89d2\u201d\u201c\u73e0\u4e09\u89d2\u201d\u4e0e\u6d77\u5ce1\u4e24\u5cb8\u7684\u91cd\u8981\u6218\u7565\u8282\u70b9\u5730\u533a\u3002\u8fd1\u5e74\u6765\uff0c\u5b81\u5fb7\u5728\u5168\u7403\u65b0\u80fd\u6e90\u65b0\u6750\u6599\u4ea7\u4e1a\u5efa\u8bbe\u53d1\u5c55\u4e0e\u8df5\u884c\u6d77\u6d0b\u5f3a\u5e02\u6218\u7565\u65b9\u9762\u53d6\u5f97\u4e86\u77a9\u76ee\u6210\u5c31\uff0c\u5177\u6709\u5efa\u8bbe\u73b0\u4ee3\u5316\u751f\u6001\u6d77\u6e7e\u65b0\u5174\u57ce\u5e02\u7684\u57fa\u7840\u6761\u4ef6\u548c\u826f\u597d\u73af\u5883\u3002<\/p>\n\n\n\n

Ningde is located on the west coast of Fujian Province, at the forefront of cross-strait relations, and boasts the world-class deep-water port of Sanduao. It serves as a crucial strategic node in the Fuzhou metropolitan area, linking the “Yangtze River Delta,” “Pearl River Delta,” and both sides of the Taiwan Strait. In recent years, Ningde has achieved remarkable accomplishments in the global development of new energy and new materials industries, as well as in implementing the strategy of building a strong maritime city. It possesses the foundational conditions and favorable environment for developing into a modern ecological bay city.<\/p>\n\n\n\n

2025\u5e743\u6708\u4efd\uff0c\u5b81\u5fb7\u5e02\u653f\u5e9c\u53ec\u5f00\u4e86\u4e2d\u5fc3\u57ce\u5e02\u89c4\u5212\u4f18\u5316\u63d0\u5347\u7684\u7814\u8ba8\u4f1a\u3002\u4e3a\u8fdb\u4e00\u6b65\u63d0\u5347\u6211\u5e02\u89c4\u5212\u7f16\u5236\u6c34\u5e73\uff0c\u9ad8\u8d28\u91cf\u5efa\u8bbe\u4e2d\u5fc3\u57ce\u5e02\uff0c\u8c0b\u5212\u50a8\u5907\u4e00\u6279\u53ef\u843d\u5730\u9879\u76ee\uff0c\u5b81\u5fb7\u5e02\u63d0\u51fa\u4e86\u201c\u8001\u57ce\u7115\u65b0\u3001\u4e1c\u6e56\u63d0\u8d28\u3001\u5317\u90e8\u5347\u7ea7\u3001\u5929\u6e56\u5f3a\u6838\u201d\u7684\u4f18\u5316\u601d\u8def\uff0c\u62df\u5728\u5168\u5e02\u8303\u56f4\u5f00\u5c55\u201c\u89c4\u5212\u653b\u575a\u6218\u201d\u3002\u5176\u4e2d\u201c\u5929\u6e56\u65b0\u57ce\u201d\u4ee5\u7efc\u5408\u4ea4\u901a\u67a2\u7ebd\u4e3a\u95e8\u6237\uff0c\u91cd\u70b9\u53d1\u5c55\u603b\u90e8\u7ecf\u6d4e\u3001\u79d1\u521b\u7814\u53d1\u3001\u5546\u52a1\u91d1\u878d\u3001\u6e2f\u53e3\u8d38\u6613\u3001\u6587\u5316\u4f11\u95f2\u7b49\u73b0\u4ee3\u670d\u52a1\u4e1a\u3002<\/p>\n\n\n\n

In March 2025, the Ningde Municipal Government convened a symposium on optimizing central city planning. To enhance urban planning capabilities, advance high-quality development of the central city, and identify actionable projects, Ningde proposed a strategic framework: “Revitalizing the Old City, Elevating East Lake, Upgrading the Northern District, and Strengthening Tianhu as the Core.” The city will launch a citywide “Planning Campaign” under this initiative. Tianhu New Town, positioned as a comprehensive transportation hub, will prioritize modern service sectors including headquarters economy, sci-tech R&D, business finance, port trade, and cultural leisure.<\/p>\n\n\n\n

\u201c\u5929\u6e56\u65b0\u57ce\u201d\u4f4d\u4e8e\u5b81\u5fb7\u5e02\u8549\u57ce\u4e2d\u5fc3\u533a\u4e1c\u90e8\u6cbf\u6d77\uff0c\u4e1c\u81f3\u6cbf\u6d77\uff0c\u897f\u81f3\u534a\u5c71\uff0d\u91d1\u9a6c\u8def\u533a\u57df\uff0c\u5317\u81f3\u96f7\u4e1c\u5ca9\uff0c\u5357\u81f3\u9ccc\u6c5f\u6751\u3002\u5982\u4f55\u56f4\u7ed5\u73b0\u4ee3\u6d77\u6e7e\u57ce\u5e02\uff0c\u5efa\u8bbe\u5168\u7403\u65b0\u80fd\u6e90\u65b0\u6750\u6599\u4ea7\u4e1a\u6838\u5fc3\u533a\u7b49\u53d1\u5c55\u6218\u7565\u8981\u6c42\u3001\u624e\u5b9e\u6709\u5e8f\u63a8\u8fdb\u57ce\u5e02\u6269\u5bb9\u63d0\u7ea7\uff0c\u5982\u4f55\u5c06\u201c\u5929\u6e56\u65b0\u57ce\u201d\u6253\u9020\u6210\u4e3a\u73af\u4e09\u90fd\u6fb3\u6e7e\u533a\u79d1\u6280\u521b\u65b0\u4e0e\u7eff\u8272\u53d1\u5c55\u7684\u91cd\u8981\u533a\u57df\uff0c\u662f\u672c\u6b21\u56fd\u9645\u65b9\u6848\u5f81\u96c6\u9700\u8981\u56de\u7b54\u7684\u91cd\u8981\u8bfe\u9898\uff0c\u73b0\u8bda\u9080\u5177\u6709\u9876\u5c16\u6c34\u5e73\u548c\u4e30\u5bcc\u7ecf\u9a8c\u7684\u5168\u7403\u8bbe\u8ba1\u673a\u6784\u53c2\u4e0e\uff0c\u65e8\u5728\u6c47\u805a\u5168\u7403\u667a\u6167\u3001\u56fd\u9645\u89c6\u91ce\u3001\u524d\u77bb\u601d\u7ef4\u3001\u521b\u65b0\u7406\u5ff5\uff0c\u63d0\u51fa\u9ad8\u6c34\u51c6\u3001\u53ef\u5b9e\u65bd\u7684\u201c\u5929\u6e56\u65b0\u57ce\u201d\u89c4\u5212\u8bbe\u8ba1\u65b9\u6848\u3002<\/p>\n\n\n\n

Tianhu New Town locates on the eastern coast of Jiaocheng Central District in Ningde, which spans from the coastal area in the east to the Banshan-Jinma Road zone in the west, with Leidongyan to the north and Aojiang Village to the south. The current international design competition addresses two critical challenges: how to systematically advance urban expansion and upgrade while building a global hub for new energy and advanced materials industries in line with modern bay city development strategies, and how to transform Tianhu New Town into a key innovation and green development zone in the Sandu’ao Bay area. We cordially invite world-class design institutions with extensive experience to contribute their expertise, aiming to pool global wisdom, international perspectives, forward-thinking concepts, and innovative ideas to deliver high-standard, implementable planning and design solutions for Tianhu New Town.<\/p>\n\n\n\n

\u672c\u6b21\u5f81\u96c6\u8bbe\u8ba1\u8303\u56f4\u6309\u7f16\u5236\u6df1\u5ea6\u5206\u4e3a\u603b\u4f53\u57ce\u5e02\u8bbe\u8ba1\u53ca\u91cd\u70b9\u5730\u6bb5\u57ce\u5e02\u8bbe\u8ba1\u4e24\u4e2a\u5c42\u6b21\u3002<\/p>\n\n\n\n

The scope of the design is divided into two levels according to the depth of preparation: overall urban design and key area urban design.<\/p>\n\n\n\n

The overall urban design scope covers approximately 32 square kilometers, from the north to Leidong, the west to Funing North Road, the south to the Ao River, and the east to the coastline.Based on the basic analysis and development research, the overall goal positioning, functional structure, urban spatial layout, layout of important public service facilities, and policy recommendations are proposed.The design content must meet the requirements of conceptual overall urban design.<\/p>\n\n\n\n

The key area urban design scope covers approximately 12 square kilometers, bounded by Xueyuan Road to the north, Tiande Road to the south, the Fuwen Railway to the west, and the Binhai area to the east.Based on the overall urban design, the following are proposed: the overall layout plan, public spaces, traffic roads, spatial forms, underground spaces, as well as implementation suggestions. The design content must meet the requirements of detailed planning urban design (conceptual phase).<\/p>\n\n\n\n

Invitations were sent to experts to form a pre-qualification committee. The pre-qualification review committee comprehensively considered the company’s creditworthiness, relevant company achievements, team strength, and other aspects when evaluating the companies, and selected 6 applicantsto participate in the next stage of scheme formulation (no ranking). Additionally, 2 alternative institutions (with ranking) were selected. If the 6 applicants that were shortlisted withdraw from the next stage of scheme design or review, the alternative institutions will be selected in sequence to replace them.<\/p>\n\n\n\n

The pre-qualification is conducted through a recorded voting method. Each member of the pre-qualification review committee votes independently to select 6 applicants. B oth domestic and overseas institutions can register to participate. Any applicant must be a registered independent legal entity, partnership, or other organization domestically or internationally. Different legal entities with direct controlling relations, management relations, or the same legal representative cannot register simultaneously. A parent company and its subsidiaries cannot participate simultaneously, but different subsidiaries of the same parent company, if they are independent legal entities and do not have controlling or management relations between them, can register simultaneously.<\/p>\n\n\n\n
